International University of Tourism "Silk Road"

I. General State of Affairs
1. The International University of Tourism "Silk Road" (hereinafter - the University) was created by the Decree of the President of the Republic of Uzbekistan "On the establishment of the International University of Tourism" Silk Road "from
June 28, 2018 №PP-3815 and is a member of the State Committee of the Republic of Uzbekistan for the development of tourism.
2. The University is a state institution of higher education, is engaged in educational activities for the implementation of basic and additional educational programs of higher education, in accordance with the legislation of the Republic of Uzbekistan, carries out educational, pedagogical and scientific-methodical and other activities and provides educational services.
3. The university is guided in its activity by the Constitution of the Republic of Uzbekistan, the Law on Education, the National Program for the Training of Personnel, resolutions of the Chambers of the Oliy Majlis, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, regulatory documents of the State Committee of the Republic Uzbekistan on tourism development and this Charter.
4. The University is a legal entity. The University has a separate property on the right of operational management and is responsible for its obligations to the property being at its disposal, has the right to acquire property on its behalf and to exercise property and non-property rights, to assume obligations, to be a plaintiff and a defendant in court.
The University has an independent balance sheet, bank settlement account including a currency account, a seal with the image of the state emblem of the Republic of Uzbekistan and its full name, stamp and other requisites. Location of the University: Samarkand city, University avenue, house number 17. Name of the University:
in the Uzbek language (Cyrillic alphabet): "Ipak Yuli" Tourism halқaro university;
in Uzbek (Latin): "Ipak yo'li" turizm xalqaro universiteti;
in Russian: International University of Tourism "Silk Road";
in English: "Silk Road" International University of Tourism.
II. Main tasks of the University
5. The main tasks of the University are:
ensuring, in accordance with national and international educational standards, the qualitative training of highly qualified professionals in the field of tourism with the application of modern innovative and scientific and pedagogical technologies, the latest achievements of science and technology in the educational process;
the creation of training and methodological literature on the relevant areas and specialties of education, the conduct of fundamental and applied research with the involvement of young students and specialists, the introduction of the experience of leading foreign educational institutions in the training system in the field of tourism;
development and implementation of new educational programsand innovative forms of training aimed at improving and modernization of the system of training in the field of tourism;
increase of scientific and pedagogical potential of the University by regularly sending advanced young graduates on magistracy and doctoral studies of foreign higher educational institutions and research centers, active improvement of pedagogical technologies and teaching methods;
creation of conditions for close integration of educational and scientific activities with production activities;
the organization of retraining and improvement of professional skill of expert specialists of tourism sphere;
implementation of tourist activities and activities for the transport of passengers in the tourism industry;
development of cooperation with leading republican and foreign educational institutions and research centers, by involving their specialists and experts in the process of training and conducting scientific research, organizing international  cientific and practical conferences, seminars and symposiums to discuss topical issues in the field of tourism.

III. Subjects of teaching, educational and scientific-methodical works,their rights and obligations

a) Students:
6. Admission of students to the University is carried out in accordance with the procedure established by legislation on applications of persons with secondary, specialized secondary, vocational training, in accordance with the regulations on the admission of students to higher educational institutions of the Republic of Uzbekistan, based on the test results of the State Commission for Admission to Educational Institutions of the Republic of Uzbekistan. Training at the university is organized in the form of full-time (bachelor's and master's), correspondence courses. The number of admission of students to the university in the areas of undergraduate education and magistracy specialties is established by the University's Board of Trustees based on the forecasted demand in the field of tourism and targeted orders from the member states of the Shanghai Cooperation Organization. Admission to the university is carried out on the basis of (on a grant, fee-based basis) equality, the rules of uniform admission and single choice, the right of priority reception by the state grant of the entrants of the highest score in test examinations is ensured. The remaining entrants have the right in entrance within the limits of paid-contract quotas established on the basis of the rating of test scores. In accordance with the legislation, admission to study is guaranteed on the basis of a certain benefit without testing. In accordance with the current legislation, foreigners are admitted to study. In accordance with the Regulations on the procedure for obtaining the second and the subsequent education in educational institutions of the Republic of Uzbekistan, persons with higher education (second and subsequent education) may be admitted to the university in the limits of the established quota. A person accepted for study by order of the university rector is a university student. A student receives a student ID and a rating book free of charge.
7. University students have the right:
- of obtaining knowledge corresponding to the achievements of science, engineering and modern technologies;
- in accordance with the established procedure, gratuitous use of books, periodicals, electronic educational tools available in the university information and resource center;
- Gratuitous receipt of advice and recommendations;
- in accordance with the established procedure gratuitous use of audiences, means of the educational process;
- notification in accordance with the established procedure of the management of the educational institution, the dean's office and the department about their proposals, critical reflections on the effectiveness of the learning process and the improvement of the quality of instruction, and the requirement for their consideration;
- participation in public events held at the university and faculties;
- participation in scientific research works and scientific conferences and publication of their results and communication about it;
- to become a member of public associations acting on the university legally and take part in their work;
- in accordance with the labor legislation, to work in a higher educational institution, as well as in other places outside the school hours;
- to receive education of the highest quality and level, to use the other rights not inconsistent with the legislation necessary to achieve the level of a highly qualified specialist in the chosen specialization.
The student should not abuse his rights, take advantage of these rights in contradictory to other purposes.
8. The students studying under a state grant and separately from production on a fee-contract basis are provided with a stipend in the established order and size by the Cabinet of Ministers of the Republic of Uzbekistan (foreign students are excluded).
On the basis of the relevant regulatory legal documents, students are entitled to receive the State Scholarship of the Republic of Uzbekistan and internal nominal scholarships of the University.
9. During the period of performing military service, restoring health, pregnancy and childbirth, as well as during parental leave, a student may receive academic leave on the basis of the procedure approved by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
10. In accordance with the legislation of the Republic of Uzbekistan, students studying in the form of full-time education are allowed to postpone the time of conscription to military service while studying at a higher educational institution.
11. Depending on the capacity of the student housing of the university, students who require housing in student accommodation are provided with housing from the student a hostel of the university, which is in compliance with sanitary norms and rules. Payment for accommodation in student housing is established by the university council, taking into account payments for communal services in student housing.
In the case of the presence of students in need of housing, it is not allowed to use the student's campus for other purposes (rent, other agreements).
12. A student who is suspended from studies at his / her own will or rightful reasons has the right to reinstate for studies on the basis of the procedure and rules for the transfer, restoration and removal of students established by the Cabinet of Ministers of the Republic of Uzbekistan.Students of the University have the right to transfer their studies (to reinstate their studies) to other higher educational institutions on the basis of established rules and regulations.The transfer of students from non-state higher educational institutions who do not have a license for conducting educational activities in the territory of the Republic of Uzbekistan and branches (centers, subunits, educational and consulting centers, etc.) of higher education institutions of other states is prohibited.The procedure and rules for transferring students from one higher education institution to another, restoration and removal from school is established by the Cabinet of Ministers of the Republic of Uzbekistan
13. University students must master the knowledge provided in the state educational standards of higher education, qualification requirements, curricula and plans, fulfill all tasks within the established deadlines and comply with the university Charters, internal regulations, moral norms and rules of student housing. Compliance with the rules of student housing concerns students living in this student accommodation.
In addition to the cases stipulated in the resolutions of the Government of the Republic of Uzbekistan, the attraction of students to work not related to the process of education during the school hours is prohibited.
14. A student is suspended from a higher education institution in the following cases:
a) at will;
b) in connection with the transfer to another educational institution;
c) for health reasons (based on the medical commission's certificate);
d) for violation of the academic discipline and internal regulations of the university;
e) if more than 74 hours are missed due to a disrespectful reason in the period of one semester;
f) in case of untimely payment for studies (for students on a paid-contract basis);
g) in the case of the entry into force of a conviction of a court, to which the student is sentenced to deprivation of liberty;
h) in connection with the death of a student.
On the initiative of the university administration, the suspension of students from studying under sub-item "e" of this paragraph is carried out with the written consent of the student union (for students of the members of the student union).
A student who has been brought to disciplinary responsibility has the right to file a complaint in accordance with the procedure established by law to the rector, the Committee or another authorized organization regarding the legality and fairness of the disciplinary punishment applied to him.
Information about the disciplinary punishment applied to the student is stored in his personal folder.
During the removal of the student from the university, his personal documents, the academic certificate of the established form, are obtained and copies of them are stored in a personal folder.
Disciplinary punishment is applied not later than one month from the date of detection and not later than six months from the day of committing the offense, not counting the time of illness of the trainee or finding him on vacation. It is not allowed to apply disciplinary punishment to a student during his illness, academic leave or maternity leave.
In case of illness, the student himself or his parents directly inform the dean's office in writing, not later than one week and provide the original medical certificate.
b) Basic doctoral student, doctoral candidate, independent candidates:
15. The basic doctoral students, doctoral students, independent applicants of the university are persons conducting scientific research in a specific direction, preparing a thesis for the degree of Doctor of Philosophy (PhD) and Doctor of Science (Doctor of Science).
On the organization of postgraduate education, continuing education as a Ph.D. in basic doctoral studies (PhD), Doctor of Science (Doctor of Science) and an independent competitor is carried out according to the current legislative acts.
c) Teaching staff, teaching and assisting and administrative staff of the university
16. The university has a faculty, scientific staff, engineering and technical, administrative and economic, production, training and support and other positions of employees.
The faculty includes the head of the department, professor, associate professor, senior lecturer, teacher (assistant) and an intern teacher.
17. Employment of positions in the teaching staff is carried out under a labor contract on a competitive basis in accordance with the Regulations on the Procedure for Admission of Teachers to Work in Higher Educational Institutions on a Competitive basis approved by the Cabinet of Ministers of the Republic of Uzbekistan No. 20 of February 10, Vice-rectors of the University for Training and Educational Work and Scientific works and innovations are appointed by the University's Board of Trustees. The Vice-rector of the University for Development and International Relations is appointed from the citizens of the SCO member states on the recommendation of the Secretary of the Shanghai Cooperation Organization (SCO).
18. Teaching staff and researchers of the University have the right:
- to elect and be elected in accordance with the established procedure to the councils of the higher educational institution and faculty;
- participate in the discussion of issues related to the activities of the higher educational institution;
- According to the collective agreement, to use the information and resource center of the higher educational institution, the services of educational and scientific units, as well as the services of social, medical, and other divisions;
- to choose the methods and means of training, to carry out scientific research providing high quality of the educational and scientific process;
- to appeal against instructions and orders of the administration of a higher educational institution in accordance with the procedure established by law;
- in the order established by the legislation, participate in competitions, hold positions;
- to get acquainted with scientific and educational-methodical thematic literature of foreign colleagues and exchange opinions with them;
- to improve the practical experience of theoretical knowledge, the methodology of scientific research, pedagogical skills;
- management of research work of students;
- to conduct research and development, participate in fundamental, practical and innovative projects, foreign scientific projects and business contracts;
- to prepare textbooks and teaching aids, write monographs and scientific articles, patent their inventions;
- Under the approved plan to conduct research and development, participate in the discussion of scientific research and implement their results in the production, recommend publication of the results of scientific works;
- to participate in the effective integration of education, science and production;
- participate in the development of international relations with foreign leading scientists, scientific centers and educational institutions;
- to make use of other rights established in the legislation of the Republic of Uzbekistan on education.
19. Teaching staff and scientific employees of the University are obliged:
- to observe strictly the legislation on education, labor and performance discipline, the University Charter, internal regulations and moral standards, conscientiously fulfill their labor duties and not tarnish their profession;
- be on good terms with the staff of the institution, students and other persons who communicate in the course of work;
- to carry out the lawful orders of the employer, to carry out timely and qualitatively educational, methodical, scientific and spiritual enlightened works on the basis of an annually approved personal plan, in particular:
a) to carry out the volume of educational load, educational-methodical, scientific, educational and organizational works on the basis of an approved personal plan and participate in spiritual enlightened works;
b) to prepare textbooks, manuals on the results of scientific research, to write educational literature, scientific articles, monographs, to patent their inventions;
c)to participate in ensuring the effective integration of education, science and production, the management of research work of students;
d) to conduct educational work, to participate directly with students in spiritual enlightened work, in particular participate in extra-curricular activities;
e) to participate in the scientific topics of the University approved by the Council;
e) to improve regularly one’s qualifications;
-to comply with the rules on labor protection, safety and industrial sanitation;
-to take care of the property of the university and to use it rationally;
- to cover actual material damage caused to the employer directly through his fault;
-to participate in public works of the university;
- ensure the effectiveness of the pedagogical and scientific process;
- to form higher professional training, work ability in selected areas (specialties) of students;
-to  know at least one or two foreign languages, based on increasing literacy in foreign languages ​​and information technology;
- to form independent thinking, initiative, creative ability of students;
- to carry out scientific, spiritually enlightened, educational work with attached students participating in the "Teacher-Student" system;
- to be an example by your upbringing, culture, spiritual level;
- to comply with the corporate style of clothing;
- follow unconditionally the approved internal regulations;
- To know about the ongoing reforms of the Republic and the news of what is happening in the world;
- to participate actively in cultural, spiritual and enlightened events organized by the university, faculty, department;
- Regularly enrich your scientific program on the basis of scientific and technical achievements;
- conduct lessons at the highest level;
- to find new sources of scientific direction and to acquaint students with them;
- every year before the beginning of the academic year, to develop a training work program, a calendar plan and a rating control schedule for the subject taught and approve it at the meeting of the department;
- to conduct timely rating activities;
- to evaluate objectively the knowledge of students;
- to introduce new pedagogical technologies in the educational process;
- to improve scientific capacity and pedagogical skills;
- management of research work of students;
- to have information and understanding of existing problems in their specialization in manufacturing enterprises and organizations, and have a scientific theme on solving of existing problems in the production process;
- to have their own or co-authored developments and technologies on the research topic;
- to raise the qualification or to undergo an internship in the relevant terms by specialization;
-to participate actively in the ongoing reforms of the higher education system.
20. The faculty of the university provides a guarantee of continuing education at least once every three years.
21. The rights and duties of employees of administrative, economic, engineering, training, assisting and other services of the University are established by internal regulations of the higher educational institution and moral norms and job descriptions.

IV. Teaching and educational and scientific-methodical work

22. The University implements the basic educational programs of higher education and post-graduate education, supplementary educational programs (retraining and advanced training) in the tourist area.
23. The Board of Trustees has the right to introduce changes and additions to the university's educational areas.
24. The University implements the basic training programs in two levels: Bachelor's and Master's programs.
Bachelor's program is a basic higher education with fundamental and practical knowledge in the field of higher education within a term of 3 to 4 years. Graduates who graduated from the bachelor's program on the basis of state certification are awarded a "bachelor" degree in the direction of study and a state-recognized diploma of the international level. Also, in accordance with the implemented educational programs in the relevant area (specialty) of the bachelor's degree, the second diploma of the international level is envisaged as the cooperation of the university with a foreign university.
Master's degree is a higher education with fundamental and practical knowledge on a specific specialty with a duration of training up to two years on the basis of a bachelor's degree.
Graduates who graduated from the Master's program on the basis of the state certification are awarded an international degree "Master" in a particular specialty and are given a diploma of the state pattern of the international level.
A bachelor's and master's degree of a state sample entitles its owners to conduct professional activities or continue their education in the specialty in educational institutions of the next stage or work in the relevant specialty.
Primary education in basic education programs in various stages of higher education is not considered a second higher education.
25. The organization of the educational process at the university is regulated by curricula and subject programs approved in accordance with the established procedure, the annual academic calendar schedule and the schedule of sessions approved by the university rector (pro-rector for educational and upbringing work).
The educational process should be organized with the objectives, namely, it is necessary to create the necessary conditions for students to master the main professional educational programs of higher education by selecting new forms, methods and means of teaching.
The unity of the educational process is ensured by state educational standards. Leadership and coordination of the departments of socio-economic and humanitarian sciences, spiritual and educational and sports departments, student and other public organizations are carried out by the pro-rector for educational and upbringing work.
26. The university has the following main types of training sessions: lecture, consultation, seminar, practical lesson, laboratory work, individual study, test work, independent work, practice, course project (term paper), bachelor's final qualification work and master's thesis.
27. For all types of classroom activities, an 80-minute academic hour is set (combined lectures without break). Break between  classes is not less than ten minutes.
Teaching at the university is conducted in Uzbek, Russian and English languages, two foreign languages ​​are taught in the bachelor's degree, the first one is English (French, German), the second one is one of the official languages ​​of the SCO (Russian, Chinese), taking into account the requirements of the state educational standards of the Republic of Uzbekistan.
28. In the university, training is carried out without isolation from job basis.
For all forms of education, within the framework of the basic professional educational program of the University, the state educational standard of the education sphere is applied, developed in the established order and registered in the agency "Uzstandard".
29. The academic year at the university consists of two terms, in each of which rating control of student development is carried out.
Transfer  of students in progress from the course to the course is carried out by the order of the rector in accordance with the recommendation of the dean of the faculty. Conditional transfer of students from the course to the course is not allowed.
The development of the university's educational programs is regulated by the Regulations on the Rating System for Monitoring and Evaluation of Students' Knowledge in Higher Educational Institutions, approved by the Ministry of Higher and Secondary Special Education and registered by the Ministry of Justice, is concluded with the final certification of graduates in accordance with the Regulations on the Final State Certification of Graduates of Higher Educational Institutions Republic of Uzbekistan ".The university uses a modern credit educational system.
30. The University carries out scientific and methodological work aimed at improving the quality of training specialists using advanced pedagogical and information technologies, self-education tools, modular system and distance learning.
2) Postgraduate education:
31. At the university in the field of postgraduate education, work is carried out to prepare scientific and scientific - pedagogical staff in accordance with the "List of scientific and scientific - pedagogical personnel of higher qualifications" approved by the Higher Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan, as well as on attaching doctoral candidates and independent applicants to higher educational institutions for the preparation and defense of dissertations for the academic degrees of PhD and Doctor of Science (DSc).
32. In accordance with the Decree of the President of the Republic of Uzbekistan of June 12, 2015, No.UP-4732 "On measures to further improvement of system of retraining and advanced training of leading and pedagogical staff of higher educational institutions" and the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of September 26, 2012 No. 278 " On measures to further improve the system of retraining and advanced training of pedagogical staff of higher educational institutions ", professional educational programs on retraining and advanced training of personnel is carried out.
In the center of retraining and improvement of professional skill of the personnel, according to the results of training, a certificate (diploma) of the state pattern approved in accordance with the established procedure is issued.
33. The university conducts research and creative work with a broad involvement of students, undergraduates, senior research assistants and self-employed applicants, ensuring the quality of the work carried out on topics approved by the Council, plans and work safety.
Financing of scientific research is carried out through:
- State budget funds allocated for fundamental, applied research and innovative work in significant areas of science, technology and culture;
- funds of line ministries, departments, enterprises, associations and other organizations, including foreign organizations on a contractual basis;
- proceeds from the introduction of research results into production;
- extrabudgetary funds;
- Sponsorship organizations and enterprises;
- grants of international financial institutions and donor organizations;
- funds of the SCO member states allocated for the scientific sphere,
- funds of the local budget.

V. Personnel of the University

34. The university has a structure in accordance with the Annex № 1 approved by the Decree of the President of the Republic of Uzbekistan of 28 June 2018 No. PP-3815 "On the establishment of the International University of Tourism" Silk Road ".
The Board of Trustees of the University has the right to make changes in the structure of the university.

VI. Management of the University

35. The Chairman of the State Committee of the Republic of Uzbekistan for Tourism Development is also the main manager of the University.The university management is carried out according to the principle of harmonization of public administration of the University Council, rector, chairman of the State Committee of the Republic of Uzbekistan for Tourism Development - the main manager and the Board of Guardians in accordance with the legislation of the Republic of Uzbekistan and this Charter.
At the university, the teaching and methodological guidance and the conduct of the learning process are provided by the State Committee of the Republic of Uzbekistan on the development of tourism with the use of leading innovative and scientific-pedagogical technologies.
36. The Board of Trustees of the University is the highest body of public management contributing to the development of the University in the following areas:
support of potential initiatives of new forms, programs contributing to the development of higher education, effective implementation of the results of scientific developments in the activities of subjects in the tourism industry;
further effective cooperation with state, public and business structures for the employment of graduates;
development of the practice of drawing up partnership agreements on cooperation and their implementation;
establishment and development of international cooperation in the field of education and science;
improvement of working conditions and social security of teachers and other university staff;
determination of the main potential directions of the university development, including educational and scientific activities;
organization of financial assistance to the university, assistance in attracting extrabudgetary funds, charitable donations and other sources to support and develop its activities.
The main manager of the university within the limits of othority:
- takes decisions on the organizational, labor, financial and economic activities of the university and on issues of international cooperation;
- on the recommendation of the rector appoints and dismisses from the post the vice-rectors, deans of faculties, the chief of the department of affairs and the chief accountant;
- defines the tasks and responsibilities of vice-rectors, deans, chief of affairs department and chief accountant;
- makes decisions on the establishment or termination of structural divisions of the university;
- approves the funds allocated in accordance with the Model of Staff Unit and the payroll fund, the number of approved university staff and official salaries, the personnel of the university professors within the tariff scale and the staff units of the university staff, and also determines the official salaries;
- Approves the rules governing the issues of scholarships for university students;
- approves the programs of the university development, as well as medium and long-term plans.
The rector of the university is appointed by the Board of Trustees for a period of 3 years before the full formation of the teaching staff and the labor contract is concluded by the chief manager of the university, further is elected by the faculty in the order established by the University Charter by secret ballot. The rector bears full responsibility for the activities of the university, as well as for the Rules of Internal Regulations, moral norms and for the obligations set forth in this Charter.In accordance with the legislation of the Republic of Uzbekistan, the rector acts in the name of the university, participates in its representation in all departments, institutions, enterprises, is responsible for the property of the university, concludes contracts, issues powers of attorney, opens settlement accounts in banking institutions, gives instructions on the use, in due course, of financial means.
Rector within the framework of the university's authority:
- issues orders and gives instructions mandatory for all employees, students and other receiving education at the university;
- Recommends candidates for the posts of vice-rectors of the university;
- employs and dismisses employees and employees as well as scientific and pedagogical staff in the order established by the labor legislation of the Republic of Uzbekistan and the Cabinet of Ministers;
- appoints or dismisses employees of the legal service to the post in agreement with the relevant judicial authorities;
- establishes the functions of research, experimental and other organizations and units of the university and approves their Charters;
- establishes, in an appropriate order, monthly allowances and increases to the official salaries of the university staff;
- approves the internal regulations of the University by agreement with the trade union or other authorized body of the university;
- in case of violation of the current legislative acts of the university or normative legal acts of the Committee, he annuls the issued orders.
The chairs are created or liquidated on the recommendation of the University Council on the basis of the requirements of the "Regulations on the Departments of Higher Educational Institutions".
The combination of the post of the rector of the university with another paid supervisory post at the university and outside of it (except for scientific and scientific-methodological guidance) is not allowed. The rector can not perform his duties in combination.
37. For consideration of the main issues of the university's activities, the Council is created in accordance with the "Regulations on Higher Education".The Council includes the rector, vice-rectors, deans of faculties and heads of departments training specialists, as well as students and representatives of the committee of the trade union of employees of institutions of higher educational institutions, representatives of the Youth Union. The Rector is the Chairman of the Council of the University. Other members of the Council are elected by secret ballot in a general meeting (conference). The number  people elected to the Council from personnel of professors and teachers is determined by the order of the rector.The University Council is a collegial body carrying out general management of the university.
The number of members of the University Council is determined by the number of students. The University Council draws up a work plan, taking into account the proposals of the management bodies and departments.
- The University Council makes a working plan taking into account the proposals of the management bodies and departments of the university.
- if at least two-thirds of the approved membership of the Council participates in the voting, the decision of the Council is considered to be authorized. With the receiving of the largest votes of the members who participated in the voting and at least 50% of the votes, the decision is considered adopted.
38. Powers of the University Council:
- organization of the conference, as well as decision-making on other issues related to its implementation;
- the main issues of the organization of the educational process, including the establishment of rules for the admission of students, drawing up a curriculum, streamlining the current order of teaching students, reviewing the results of students- mastering on final control;
- consideration of the plan of financial and economic activity and the program of the university development;
- listening to the annual reports of the university rector;
- adoption of information, analytical, financial and economic activities on educational and research issues as well as decisions on international relations of the university;
- approval of the plan works of the Council of the University;
- recommend candidates for a scientific degree among professors-teachers;
- Decision-making on the creation and liquidation of structural divisions of the University's activities (on the activities of scientific, research and scientific-technical laboratories, the creation and liquidation of educational and other organizations carrying out scientific and technical activities);
- Realization of eaching staff of the university on the Council through selection;
- to recommend employees of the University for State awards;
- assignment of honorary titles in accordance with the rules approved by the University Council;
- approval of the rules of regulatory issues of scholarships for university students;
- the recommendation of students for state and nominal scholarships.
39. A Board of Trustees is created at the university, which is a public management body of the university, who manages  the institutions, ministries, local authorities, business circles, public organizations, funds and guardians, as well as representatives of other educational institutions.
40. The university is allowed to carry out the activities of the trade union committee and other public organizations.
The central committee of the trade union, as well as their elected representative at the university, shouuld protect the rights of professors and teachers and employees in accordance with the current legislation.
41. Duties of the University:
- Achievement of successful university activities, increase of labor culture and discipline, increase of professional skills of employees,to prevent reduction of tariff rates relative to existing ones;
- timely provision of labor collective with material and technical resources and other financial means for the implementation of production programs;
- Creation of the necessary conditions for increasing labor productivity, mastering best practices, introducing the achievements of science and technology into practice;
- Regularly informing the work collective about the implementation of production programs, the financial status of the university and the use of the income received.
- Carrying out work at the university on vocational training, training of another profession, improving of skills for employees;
- Providing information to the Trade Union Committee on the conclusion of a collective agreement, establishing control over its implementation, as well as on other matters provided for in the Labor Code of the Republic of Uzbekistan, other laws, university founding documents, in a collective agreement and collective contract;
- cooperation with the trade union committee within the framework of a certain labor procedure, timely consideration of mutual offers and demands, settlement of labor conflicts through negotiations.
In accordance with the current regulations, the establishment of scientific and methodological, scientific and technical councils and commissions, the council of young scientists and others is allowed at the university. The Dean Office and the Council in their work must consider the recommendations of public organizations and take them into account in their activities.
42. The deans of faculties are appointed at the recommendation of the Rector in agreement with the Chief Manager. The dean of the faculty is guided in its activity by the regulation  "About the Faculty". The faculty creates a council, the composition of the Council, the authority, the order of formation and activities are determined by the provision "On the Faculty Council".
43. The authority of the head of the department and the procedure for the activity of the department is established by the regulation "On the Departments of Higher Educational Institutions" and by official duties.

VII. Financial and economic activity and material and technical base

44. For the purposes of implementing and using the activities provided for in this Constitution, the university has attached buildings, facilities, property complexes, equipment according to the university's passport, as well as other property necessary for consumer social, cultural and other purposes.
45. The University is given the right to own money, received as a gift or testament from individuals and legal entities, property and other property objects, intellectual and creative products that are the result of university activities, as well as income received from activities and property objects purchased from these income.
46. ​​The University has the right to act as the lessee of property and the lessor of property. In accordance with the Civil Code of the Republic of Uzbekistan and the "Regulations on the procedure for leasing state property" approved by a resolution of the Cabinet of Ministers of the Republic of Uzbekistan, the university, by agreement of the university's chief manager, leases out at fixed prices without the right to own buildings, structures and their parts, state property in the form of transportation means and other property, the leasing of which does not contradict the legislative acts.The corresponding part of the funds received from the lease is used to develop the educational process.
47. Financial provision of educational activities is carried out at the expense of budgetary funds allocated for training specialists on the basis of state grants, allocated funds for retraining and advanced training of employees based on the grants established by the state, as well as extrabudgetary funds, including funds received on the basis of a contract in the prescribed manner on the training of students and listeners, as well as other sources not prohibited by legislative acts.
48. The University can carry out the activity of paid services in the sphere of education and other spheres within its main activity. The entrepreneurial activity of which the university is engaged must correspond to the tasks set out in its Charter.The University has the right to establish prices for paid education services, consultations and other services, dispose independently by revenues after payment of taxes and other mandatory payments stipulated by law.The University independently decides the conclusion of contracts that do not contradict the legislation of the Republic of Uzbekistan and the present Charter, the establishment of obligations and other conditions.
49. In the university, official salaries are established in accordance with the normative legal document "On the remuneration of labor of employees of higher educational institutions". Employees of the University are paid salaries for official salary for the performance of their functional tasks, as well as for the performance of works provided for in the employment contract. The amount of additional payments, extra payments, material assistance and other material incentive measures is established by the University independently within the wage fund in accordance with the procedure established by law and the amount.o the University teaching staff at the expense of budgetary funds a surcharge of 100 percent of their salary is paid monthly, and in the presence of diplomas of foreign higher educational institutions in the sphere of tourism recognized internationally and involved in the full-time university education process, in the amount of 150 percent.
50. The university allocates the necessary premises to public organizations established at the university to conduct their activities.The rooms with heating, lighting and water supply for a medical center, a canteen, a buffet and other catering enterprises serving students, listeners and staff are allocated on the territory of the University.Repair, reconstruction of the corresponding buildings or construction of new ones, their financial provision shall be carried out in accordance with the procedure established by law.

VIII. The international cooperation

51. The University, in accordance with Article 33 of the Law of the Republic of Uzbekistan "On Education", participates in international cooperation in the field of education, has the right in due course to establish links with the corresponding higher institutions of foreign countries.
Training, retraining and advanced training of foreign citizens, teaching and research work of scientific and pedagogical staff of an educational institution outside the territory of the Republic of Uzbekistan is carried out on the basis of agreements between the interstate body and relevant bodies of foreign countries on the management of education, as well as university contracts concluded in accordance with the legislation with foreign citizens and foreign legal entities.
52. The University has the right to conclude contracts in the established manner on joint activities with foreign partners, with the exception of treaties not considered as international treaties of the Republic of Uzbekistan.
53. The University, in accordance with the legislation of the Republic of Uzbekistan, has the right to carry out the tasks established by this Charter, the Law on Education and the National Program for Personnel Training, and also to engage in foreign economic activities aimed at developing international relations.

IX. Final rules

54. The University in accordance with the established procedure by the legislation of the Republic of Uzbekistan is resposible:
- for not fulfilling the tasks falling within its competence or poor-quality and in an improper level of implementation;
- for not fully implementing educational programs in accordance with the curriculum and timetables of the education process;
- for the safety of students, listeners, doctoral students, teachers, professors and other employees in the education process;
- for violation of the rights and freedoms of students and university staff;
- for other actions provided by the legislation of the Republic of Uzbekistan.
55. In accordance with the current resolutions of the Republic of Uzbekistan, the University has the right to be transformed or eliminated with according to the established procedure.
56. After approval of the relevant meeting of the Board of Trustees by the protocol, this Charter passes state registration in accordance with the established procedure and enters into force.Amendments or additions to this Charter must be made in accordance with the established procedure upon agreement with the Board of Trustees.
