POSITION
on state scholarships of the President of the Republic of Uzbekistan for students and the procedure for their appointment
  1. State scholarships of the President of the Republic of Uzbekistan are appointed to students of the last year of study (for undergraduate and graduate programs separately) of state higher educational institutions - citizens of the Republic of Uzbekistan according to the results of a competitive selection conducted by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan
  2. 2. The quota (eleven) of state scholarships of the President of the Republic of Uzbekistan established for assignment to students is distributed separately for bachelor and magistracy based on one scholarship for each of the directions:
agriculture and water management;
engineering and computer science;
health and welfare
social, humanitarian and social sciences
natural Sciences
business and management
pedagogy
culture, art and sport
foreign languages;
law and international relations;
journalism.
Changes and additions to this list can be made by the Cabinet of Ministers at the beginning of each academic year at the request of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, based on the desirability of changing priorities in areas of education.
3. For the appointment of state scholarships to the President of the Republic of Uzbekistan, the following criteria are established:
a combination of general education and research (creative) work;
participation in conferences (competitions) in areas;
the presence of at least two published works (works);
knowledge of languages ​​- state and one foreign (except the state languages ​​of the countries of the Commonwealth of Independent States), and in some cases when the direction of education in the bachelor’s degree or specialty in the magistracy is a foreign language, knowledge of another foreign language is additionally required;
knowledge of the history of Uzbekistan.
The level of requirements for language skills, information technology, history of Uzbekistan is established by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
    Applicants for the state scholarship of the President of the Republic of Uzbekistan to establish the level of their knowledge in these subjects pass special test tests at the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan (by region), which transmits final statements with the results of testing to the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
    4. Nominations of scholarship candidates for the appointment of state scholarships of the President of the Republic of Uzbekistan are made by academic councils of state higher educational institutions before July 1 of the current year after a public discussion of candidates, their academic success and scientific (creative) activities.
    For preliminary consideration applicants submit to the Academic Council:
extract from the record book;
petition dean's office;
annotation of scientific (creative) work;
feedback manager;
review of scientific (creative) work;
list of scientific papers and their reprints.
All documents are presented in duplicate. Each set must be specified in the application for work, the surname, name, patronymic of the applicant, the name of the work.
5. Academic councils decide on the nomination of candidates for the grant of candidates for the appointment of state scholarships of the President of the Republic of Uzbekistan by secret ballot, by a simple majority vote.
       Decisions of academic councils are the basis for ministries and departments to send petitions to the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan for the appointment of state scholarships of the President of the Republic of Uzbekistan.
6. The Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan considers applications for scholarships once a year. Documents are accepted from August 1 to August 15, and consideration from September 10 to September 25.
7. The appointment of state scholarships of the President of the Republic of Uzbekistan to students of state higher educational institutions is made by decision of the board of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
The appointment of scholarships is preceded by a thorough examination of the level of educational and scientific (creative) training of applicants in accordance with established criteria.
    To this end, the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan:
creates a special competitive commission, which is charged with conducting competitive selection among applicants for state scholarships of the President of the Republic of Uzbekistan;
forms groups of experts in areas of work review to assess the level of educational and scientific (creative) training of applicants;
jointly with the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan, develops test tasks on information technologies, history of Uzbekistan, foreign languages;
regulates the order of work of the competitive commission and expert groups;
establishes the dates of the meetings of the competition commission.
8. The competition commission makes the final selection of candidates by secret ballot and recommends that students be nominated for the appointment of state scholarships to the President of the Republic of Uzbekistan if the applicant and his work receive at least 2/3 of votes of the commission members who participated in the voting.
    In the case when, after the vote, the number of applicants exceeds the quota of seats, preference is given to those applicants who have gained a greater number of votes.
The decision of the competitive commission comes into force after its approval by the board of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan.
The competitive commission has the right to recommend for other state grants of the participants of the competition who have not become owners of the state grants of the President of the Republic of Uzbekistan, but having the best indicators.
    9. The decision of the collegium of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan shall serve as the basis for state higher educational institutions to issue orders on the appointment and payment to students of state scholarships of the President of the Republic of Uzbekistan.
    10. State scholarships of the President of the Republic of Uzbekistan are assigned to students annually for one academic year, starting from September 1, in strict accordance with the established amount.
   11. Students who have been awarded state scholarships by the President of the Republic of Uzbekistan are awarded certificates "Owner of Presidential Scholarship" in a solemn ceremony at the board of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan.
   12. Students - scholars of state scholarships of the President of the Republic of Uzbekistan within two years after graduating from the state higher educational institution are accepted for the relevant specialty in the magistracy (for bachelor scholarships) on the basis of the state grant and basic doctoral studies (for master's scholarships) based on the results of entrance examinations .
    In case of equality of the final points of several applicants to the basic doctoral studies, scored by them on the results of entrance examinations, preference is given to applicants:
holders of state scholarships of the President of the Republic of Uzbekistan;
having a master's degree with honors;
having copyright certificates and patents.
13. Students - fellows of state scholarships of the President of the Republic of Uzbekistan for two years after graduation retain the right to be sent abroad to continue their studies in the magistracy (for bachelor scholarship holders).
    14. Depriving students of state scholarships of the President of the Republic of Uzbekistan for current academic failure, violation of academic discipline and scientific ethics can be made during the school year by the decision of the board of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan according to the ideas of ministries and departments responsible for where the student is studying.
    15. Applications and complaints of students on the appointment of state scholarships of the President of the Republic of Uzbekistan are considered in the manner prescribed by law.

on state scholarships and the procedure for their appointment
    1. State scholarships named after Beruni, Ibn Sina, Navoi, Ulugbek, Imam al-Bukhari and Islam Karimov (hereinafter referred to as state scholarships) are appointed to the students of the last two undergraduate courses of bachelor of state higher educational institutions of the Republic of Uzbekistan.
    2. The number of state scholarships for the next academic year is determined by the Cabinet of Ministers at the end of the current academic year at the request of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan.
The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan distributes state scholarships by state higher educational institutions of the Republic of Uzbekistan in accordance with the profile of education and the number of students.
    3. For the appointment of scholarships set the following criteria:
excellent study and participation in scientific (creative) work;
knowledge of languages ​​- state and one foreign (except state languages ​​of the countries of the Commonwealth of Independent States), in some cases, when the direction of education in the bachelor's degree is a foreign language, additionally knowledge of another foreign language; and for persons without citizenship of the Republic of Uzbekistan, knowledge of the language in which instruction is conducted is additionally required.
    The level of general requirements for language proficiency is established by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan in the amount of requirements of higher educational institutions for foreign languages ​​for non-linguistic specialties.
    Applicants for state scholarships to establish the level of their knowledge of languages ​​pass a special interview in the language departments at the place of study.
    4. The nomination of candidates for the appointment of state scholarships is made by the scientific councils of state higher educational institutions on the basis of a public discussion of the educational and scientific activities of applicants.
For preliminary consideration applicants for state scholarship submit to the academic council:
extract from the record book;
petition dean's office;
feedback from the head of scientific (creative) work;

    All documents are presented in a twisted form or placed in a folder. The cover indicates the name of the state scholarship, the surname, name, patronymic of the applicant, faculty, course, group.

  6. The Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan considers applications for scholarships once a year. Terms of consideration - from 10 to 25 September.
  7. The decision of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan serves as the basis for state higher educational institutions to issue orders on the appointment and payment of state scholarships to students.
    Scholarships are appointed for a period of one year, starting from September 1, in strict accordance with the established amount. The re-appointment of scholarships for the new term is carried out in the same manner
 
  8. State scholarship students are awarded certificates:
"Owner of Beruni State Scholarship";
"Owner of Ibn Sino State Scholarship";
"Owner of Navoiy state scholarship";
"Owner of Ulugbek state scholarship";
"Owner of Imam Al-Bukhari State Scholarship";
"Owner of Islam Karimov state scholarship".
Presentation of certificates is held in a festive atmosphere at the place of study of students.
   9. Students - scholars of state scholarships for one year after the end of the bachelor degree are accepted to the magistracy in the relevant specialty on a grant basis without entrance examinations.
    10. Students - scholars of state scholarships for one year after graduation retain the priority right to be included in the youth groups sent abroad to continue their studies in the magistracy.
    11. Depriving students of state scholarships for current academic failure, violation of academic discipline and moral and ethical standards can be made during the school year according to the ideas of state higher educational institutions by orders of relevant ministries and departments.
    12. Applications and complaints of students on the appointment of state scholarships are considered in the manner prescribed by law.
